Where does the basis originate for the "Hour of Mercy"? The event at a future time wherein God will allow everyone to see the exact state of their souls. Was this a prophecy or is it in scripture?

You may be confusing the “hour of mercy” revealed to St. Faustina (see Hour of Great Mercy) with the "world-wide warning" predicted by the visionaries of Garabandal in Spain. The latter “warning” is to bring an inner awareness of all our sins of commission and omission, in preparation for a “great miracle,” to be witnessed in the area around Garabandal. It should be noted, however, that the apparitions at Garabandal have not received Church approval and are still under investigation. See Garabandal in our FAQ section.
