Abstinence on Fridays outside of Lent

What is the current (2008) obligation of abstaining from meat on Fridays outside of Lent? I have read and heard conflicting reports. I know it is recommended that we do some other form of penance if we do not abstain. However, is this recommended or mandatory?

There is no obligation to fast on the Fridays outside of Lent. In the United States, the national bishops' conference urges Catholics to do some form of penance on Fridays, but does not mandate that they do so.
