There is a toy out that is supposed to look like Jesus and says several phrases including, "I am Jesus." Is this considered sacrilegious or a sacramental?

Neither. There is nothing intrinsically wrong with creating a Jesus doll that can "talk," anymore than there is anything wrong with creating statues of Jesus before which people can kneel and pray. But it is also not a sacramental, in the sense in which rosaries, scapulars, and medals are sacramentals. Basically, such items are toys, intended to teach children about religion through their play (play being an important means through which children learn).
