baptismal name

The parish where i was baptized does not baptize candidates unless they have a name of a saint. is this officially commaned by the vatican? thanks...

It is not required that it be a saint's name, only that it not be a name "foreign to a Christian sensibility" (canon 855). A name that is very strange (Moonbeam), pagan in origin (Venus), or a cultural reference (Wifi), would be inappropriate.
