in luke when the angels used the word (hail) ... was it a the time only used to hail royalty ???

The Greek form of the word, which is the language of the original New Testament, is used without any such distinction, as is evident from a survey of ancient Greek writings. It can be as common as saying 'hello' to someone. It can be a form of greeting but also has connotations of rejoicing.
